I have a business account but I am unable to change role assignments. I want to change someone from a reviewer to a PM. Screen grab of alert box attached.

The only time you will see this message is if there are not enough Editor seats (any roles higher than Reviewer will count as an Editor) or there are currently more Editors on the account than your plan allows. You will want to make sure you have enough seats to cover the change. Hopefully you have figured it out, but please let us know if you are still running into the issue.
