Suggestion: Annotation/Discussion functions for templates

It would be nice to have these functions available at the template level in case there are some questions about how global elements function.

We are looking at issues like this right now.

If you had annotations attached to a Template, would those annotations show up on every layout that uses that Template, or do you see a special area for commenting on Templates only? Is it necessary to know that an annotation/discussion is attached to a Template when you are in Review mode?

Just trying to figure out how to make Review the most useful it can be without getting in the way.

I don't know if it would be necessary to actually show the template annotation at the page design level. Maybe some kind of icon indicating that the annotation is available in the template designer - kind of like what happens now when you are in the page wireframe and you click on a component that is contained within a template.
